A survey done by the National Commission for Women in 26 centres of four states found that the government run rehabilitation centres for women were being used to confine girls who eloped and failed to give care to survivors of sexual assault and mentally challenged inmates.

The Women and Child Development Ministry runs “Swadhar Griha” which are temporary rehabilitation centres for adult women survivors of domestic violence and trafficking and for women who don’t have anywhere to go after being released from jail. The survey showed that the centres were not used for the beneficiaries but were used instead as hostels for school girls and working women. The Ministry has written to all the States to submit quarterly progress reports and to install CCTV’s in the centres.
